Public Disorder Study Group

On August 14, 2007, the Board of Directors of the Old National Road Business Association (“ONRBA”) passed a resolution chartering the Study Group on Public Disorder (Exhibit A). The Board of Directors ordered that Study Group be comprised of representatives of the business association, area block watches, area civic associations, Division of Police, City Attorney’s Office, and other interested stakeholders. It was charged with better understanding the causes of public disorder[1] on the portion of E. Main Street between I-71 and Nelson Road, and making recommendations on their solutions within 60 days. [1] Public Disorder is defined to include a variety of activities including, but not limited to: violation of open container laws, public drunkenness, panhandling, prostitution, illegal drug use and sales, public urination and defecation.
